Blind cat safety

I want to build a "real tree limb" cat tree but I worry about our "sight challenged" kitten. I want her to have freedom to explore and be up high but am concerned about her falling.

Is there any reason  it has to be a HIGH tree limb?  What if it was no higher off the ground than a bed or a couch?  He could still walk on it but you wouldn't have to worry about him falling, and it would be no harder for him to get up than it is to get on a bed or couch.

Is she visually-impaired or entirely blind? How does she do with climbing furnitures etc? I agree keeping it relatively low and free of any obstacles would be a good idea.
