Biting And Scratching

My Goldie is 10 months old
I have had him since he was 6 weeks, he has been spayed. He's always been playful and aggressive. But he only bites and scratch me. Could be playing or walking by him and boom he attacks
Why?

Can you be more assertive, with a NO, and a hiss and also use a high pitched OW. What if you take him for walks to try and work off some of that energy?
