Hi all

I noticed a bald spot under my cats chin (to the right side). It has small black scabs. What do you think it is? Its little bit far from where usually cat acne appears so I thought it might be ringworm? she is scratching it a lot. Any one experienced this before?

That's most likely acne. Ring-worm would cause more inflammation. Additionally the fur around the area appears to be healthy. This wouldn't be the case with ring-worm.
There's plenty you can do to treat it.
First, start by switching to ceramic, or stainless steel bowls. Be sure to clean her dishes daily, preferably with scalding hot water or hydrogen peroxide to kill bacteria.
Second there's a variety of different concoctions you can use to clean the area.
I know some people use your basic soap and water and apply the solution with a cotton ball. Others use witch-hazel wipes or anti-bacterial soap. And I've heard of vets prescribing benzoyl peroxide, or chlorhexidine wipes. I'd just speak to your vet and see which one he recommends.
