I think that old announcement moreso relates to advertising rather than casualy meantioning an external site.

If you just said " i read on x that catnip is bad for cats is this true?" Is fine but

"Hey come join us on x!" Is not.

It was meant as a reminder from the TCS Site Owner to those members who were secretly or privately asking people to join another cat site. The people who were approached and followed these members have left TCS. Personally as a retired member of the Team I feel there is no reason to mention other cat sites since TCS is outstanding and the resources they provide are extremely helpful. Our members are both knowledgeable and supportive. I hope this helps answer your question.
