9 Week Developement

My 2 kittens are 9 weeks this Saturday and they are so different. My boy is the runt and is slower than my big girl in a lot of ways... could he be brain damaged? When she looks around you can see her mind working it all out but with him he just stares at stuff and stares at me a lot. He is the biggest love bug and always wants cuddles but his energy seems a lot lower and different than hers. Is this just a cat to cat temperament thing? Should I have him checked for something? His size is no issue anymore, they are pretty equal now, he's just so much more laid back to her feisty craziness.

Kittens do develop at different rates, so he could just be taking a bit longer than his sister to figure everything out.
