Need some suggestions on how to modify this kitten's behavior.  Her name is Heidi.  My neighbor (Anne) and I have rescued it.  Anne has chosen to keep it so far, but if it continues this behavior she may put it into a shelter.  I've read that it should be able to retract its claws by now, but it is in a stage of wanting to climb a lot, up on chairs, sofas, and up people's pant legs.  It's so playful that its rarely cuddly..

Typical kitten behavior for you. They're too busy playing, they don't want snuggles! When they grow up a little and calm down then they are more cuddly.

I'm sure the kitten can retract it's claws. If they're too sharp and painful, try trimming them.

Trimming those claws is a good idea just please be very careful not to trim the living part of the claw. Here's some info about cat claw care -
