Thats 100% his/ her belly button (so where their umbilical cord attached), it's looks like that on most cats. It has got a little spot or bite on it that's all. Probably where there is no hair (that's normal) to protect it in long grasses etc. Unless it gets angry or weepy don't worry about it...
