I agree with everyone that it's hard to tell from the picture, but I would say your cat is not fat. Slightly overweight, could be, but no way to tell from the picture. I've had all different sizes of cats and I can tell you that your cat is not fat, at least compared to other overweight cats.
I saw a post on pinterest explaining how you could make one of those with styrofoam or straw. I'm planning on using styrofoam that I have from previous packing materials and old coolers.

I'd like to know as well for my cat, Eli with chronic respiratory issues. He loves being in the bathroom with us when we take showers, but like you said, you can't keep the shower on all the time!
