I was just reading through city regulations for the city of Ft. Wayne, IN. They have seriously nailed things.
They have a leash law for cats that live in the city. However, ear tipped community cats are exempt from this ordinance. When unidentified strays are picked up, they are evaluated. If they qualify for the community cat program, they are spayed/neutered, microchipped, vaccinated, and ear tipped and released back where they came from. There are various caretakers and the city always evaluates strays for health when picked up.
It's great to see a community who cares about improving feline welfare.
