Kittens Meeting For The First Time!!

One of my kittens is 7 months old and the other is 3 months old. The 7 month old Rain is hissing and growling only when very close to the kitten. She keeps following the 3 month old Apple around, and staring at her. Is this normal? Apple only hisses back minimally. Rain will not stop making intense eye contact and always has her in her line of sight. No attacking though.

Yes, pretty normal behavior. But kittens warm up to one another pretty quickly.
