I have no clue what to do. Oscar, the queen, just had 2 kittens. I know that she isn't done yet, but she had no milk and no mammary development. So I guess wht i'm asking is will it develop when she is done or will we have to bottle feed these kittens.
I have only had one Mom, not have her milk let down after kittens were born, she had to go to the vet for a shot, to help her milk let down. Let the kittens try nursing on her inbetween kitten deliveries and it may help the milk supply. If you are certain that she has no milk after she is done delivering, a vet appointment will be needed soon.
Do you have KMR or goats milk to supplement with if needed?

She's had 2 kittens and she's not done yet, so give her a couple of hours to finish giving birth. She has a lot of sacs and umbilical cords and placentas to clean up, then the kitties will find the nipples and she'll rest and feed them.
Don't stress! Sit back and just let her do her thing.
I'm only going by "human" understanding. I never produced milk until my babies were born and started sucking....then fer godsakes I had so much milk they couldn't keep up with me
Milk production isn't instant. The hormones in the queen begin to change very shortly after the last kitten is delivered. This also gives the nutrients from eating the placentas time to be digested and processed throughout the body. The digested placentas contain a substance which sends chemical signals within the brain to aid the milk production. As the kittens begin to nurse, knead and suckle, the milk will begin as colostrum, a highly beneficial substance which aids in strengthening the immune systems of the babies. This begins to subside around 24 to 48 hours after delivery and is replaced by the milk that will sustain the kittens until they are weaned, usually at around 4 to 6 weeks old.
