He is a shorthair  seal point with white, or mitted seal point.   You can compare him wit a Snowshoe, as a look alike of sorts.

My cat is now 2 yrs old but his color is still the same. Do you know what's the reason of slow changing of his color? Thanks

Points are born as white, or sooner, almost white.   And they darken up with time, beginning with the pointed parts of the body; masque on the face, tail, ears, paws...  If they are mitted ie has white in them, the paws may get white too, sometimes the white covers the face more or less, so soemtimes the masque isnt clearly visible.

Anyways, points tend to continue to darken up during the years.  Its especially visible on the seal (=black).  Many of them end as very dark on the body too...

Why he, being a seal, isnt getting more dark?  Some seals are much darken than he, already at this young age.

One possible answer is, he isnt not really seal, he is perhaps some other dark nuance, say chokolade (dark brown).

But I think, him being mitted, having the white gene, slows down the process.

Is it Okay to Declaw my cat nails? I'm worried to his wound around his kneck.

Yes, He's not getting more dark. Actually I'am very Excited to see him in a dark color.

Nay, its not OK to declaw.   If he is scratching himself too hard, talk with your vet, it may be some problem he does scratch himself so much and so hard.

But whatever you do, do not declaw.     (a little cautious trimming and cutting off the tops of the claws is OK and the usual).
