Okay, I have an update. I took Dolf to the animal hospital where they gave him a checkup.
First off, the dying tooth. They said that it may just need some cleaning or possibly an extraction. The front teeth being close to the gum line and irritated could also be remedied by dental cleaning as...
For the current state of things, I do have a checkup on Monday in the morning, the veterinarian said that as long as he's eating and drinking, he should be fine to be seen in a few days.
So, I do have a video of him lifting his lip, but I cant upload it through the site so I uploaded it to Imgur ()
I have not noticed anything at all out of normal besides the lip lifting, but I do admit that today I was not as attentive due to online classes. He's not holding that eye position...
I tried to take a picture from the front with his mouth closed, his front bottom teeth are close to the gum line but still present (I think it's always been that way). It does look worse than it is in the picture, but the teeth are still close to the gum line.

Sorry, I think I created an extraneous post, but I have some more images to add.
He is acting completely normal, playful and everything, it's just that when he is stationary (or maybe I just notice it then) he lifts his lip every 10ish seconds
Oh my god, I actually found this (was covered by some skin flap, I'm not sure what to call it, on the other side (the non lifted) of his mouth
Also, I know I caused him some discomfort opening his mouth, I had to to see what was going on
