One Cat Won't Groom Herself

I have two female cats. Both about the same age. Nestlé and Reese. Reese barely groom's herself. She goes to Nestlé constantly and head butts her until she starts licking her head. I have to stop them because Nestlé has made Reese's ears raw and bloody. Reese doesn't groom Nestlé. Nestlé will groom her and eventually attack her. I don't understand why they do this. And what I should do to discourage it. I snap my fingers at them but that has just made them more skittish.

How old is Reese? Might it be a mobility problem, like arthritis, or perhaps other age-related issues?

But why is the other cat licking her until she's raw and bloody? I'm trying to think of things she could be trying to get off Reese's fur, but I can only think of fleas and mites.

On that one I'm really not sure. Haven't heard of it before. But I do think it might be worth taking a good look at Reese's ears just in case.
