An easy test to tell if he is hydrated is to grab the fur and skin by the scruff and pull up gently, if it does not spring back quickly, he may need fluids.  I hope he is doing better today.

Personally, I would take him to an emergency vet if the congestion is that bad.  Is it possible that he ate or drank something he shouldn't have? Cats do not usually pant unless there is something wrong or they are very stressed.  Also, as 2cats4everLoved asked, how is he otherwise...
