Actually, it's the other way around. Blue eyes on a white cat are often associated with deafness. If it's two different color eyes, the cat might (or might not) be deaf on the same side as the blue eye.

She's a Domestic Shorthair (DSH) with a tabby pattern. I can't see enough of her sides to be sure, but it may be a classic tabby pattern. As @Caspers Human said, spots on the belly are typical of most tabbies, with the exception of some ticked tabbies.

It looks like an infection, or possibly the eye was injured in some way. You should take the cat back to the vet if you can. They'll probably prescribe eye drops at the least. Make sure when you call that you tell them it's urgent so they don't make you wait weeks for an appointment.
Domestic Shorthair, no specific breed. Tabby is a pattern, not a breed. I would call his color/pattern red tabby and white.
What color are his eyes? If they're blue he might be a pointed cat whose color on the body has darkened with age.
Do you have a local pharmacy that compounds meds in liquid for pets? You could call and ask about prices, then either take you prescription in or have your vet call the prescription in for you.
