Cats survive in much lower temps then that. My cats would venture out when it was zero but they will let you know when they want back in. A house cat would not be able to tolerate much colder than that, an outside cat slowly gets 'used' to the cold. They much appreciate a heated hut though, in the coldest season my outside cats rarely leave theirs. Cats can get frostbite and can lose ears and tails, but that is usually way below freezing and with a wind. Younger kittens, those only weeks old, cannot regulate their body temps and would get quickly chilled and perhaps die at low temps. so they are the exception.
