what to do---stray cat hangs around 2nd floor apt

This cute little stray has suddenly been hanging around outside my 2nd floor apt. No, I have not given him food, he is very friendly, very talkative and just likes to follow me up the stairs and look in the low window. Pretty sure he's been TNR after seeing his tummy but his ear is not clipped. I call him Cousin Henry. Could be Henrietta....
Not sure what to do. He has fleas fleas fleas. I don't want him near Penguin or Rhett---he has tried to come inside a few times. He stays outside my door late afternoons and makes his presence known.....
Need advice please.

Hi. What, if any, plans do you have for this new cat? Thinking of keeping him/her, contacting rescues/shelters to take it, or?

What is on his/her tummy that makes you think it has been spayed/neutered? A tattoo?

I guess first off, asking around to see who you can take this cat to in order to scan for a chip to see if it has an owner. Most vets will do it for free.

If you can touch/pet it, you could administer a topical flea med to start the process of getting rid of the fleas.

What a cutie pie. He looks rather chunky, so definitely not a starving stray. At least not for a long time. Do you suppose someone moved out at the end of December and left him behind?

I agree with FeebysOwner FeebysOwner , try to get him to a vet to see if he has a chip. And if you have a neighbourhood Facebook page, or other social media site, maybe post a "Are you missing this cat?" message.
