What breed causes tuffs behind ears?

I am trying to figure out what kind of breeds my cat might be, his mom is a purebred Russian Blue (she was surrendered as a pregnant female cat to the shelter I work at) and dad is unknown. When I adopted him at 10 weeks old he looking nothing more than a solid blue medium haired cat, as he aged he started getting longer fur, ear furnishings, and these very long and light colored hair behind his ears that are very prominent. I've heard that he looks like a Norwegian Forest Cat and Nebelung but I can't find what breed has these strange ear fluffs that he has, any ideas?!

Here Frankie is around 3 months old, little amount of fluff.

I don't know the answer to your question, but wanted to reply anyway because your cat is so cute! I had never seen those tuffs behind the years, that's so interesting.

Thank you! I was not expecting him to have all that hair when I got him lol, I've never seen it before!
