Too Protective?

We just adopted a 9 mo. old female kitten, and after going through all the internet recommended introduction steps, our resident (also 9 month old) male kitten is still being a jerk. He doesn't hiss or growl, but he gets on top of the new kitten, chases her, pounces on her, and generally just doesn't leave her in peace - when we're around. When left alone they nap in the same are, perfectly at ease. We cannot tell if our male (resident) kitten is being protective of us, jealous, if he's just being aggressive. Is there something we can do to help alter his behavior?

Your nine month old kitten is exhibiting perfectly normal behavior, not being aggressive . He is thrilled to have a playmate and playing rough, jumping on one another, biting, kicking and wrestling is what kittens do to their playmates. The fact that they also sleep together says they are friends. When he gets too rough or annoying she will let him know and their relationship will develop best if you let them figure it out.
