I don't know what your concerns are regarding safety, however if this is their favored place, it's definitely going to get really crowded very soon. Hopefully you can eventually convince them to accept roomier accommodations :)

It is fine for them to share space and even to nurse each other’s kittens; however, they really need more room to stretch out to nurse.

Some people purchase a plastic kiddie pool and line it with towels. This gives lots of room for everyone. Kittens grow fast! Otherwise, cut and tape a couple of large boxes together for a larger space.

They look very content!

I tryed separating them they was separated at one point but then the other cat was stealing the other ones baby’s then that’s when they both started to lay together I’ve tried putting them in the tub to give room the both just put the baby’s back in the crate

With purebreds it may be touchy to let the queens share the both litters; because the breeder must know exactly which kitten is which. Having perhaps 10 kittens whom looks practically the same....

But for all the others, if the queens wish too cooperate, and are good with it, and are best buddies, its no problem. :)

It’s fine for them to be together. They clearly are good friends and want to be together. Just make another nest available nearby that is bigger and perhaps they will move to it soon.
