My Cat is very smart and very food obsessed. He unfortunately has caused a lot of issues which has resulted in a lot of people not liking him. I recently moved back in with parents and my cat have to stay in the downstairs bedroom. When we lived here last, my cat bullied my parents cat and dug up the floor of the laundry where he put at night. In the two apartments, I’ve had, he dug in the water heater jacket in one and dug in the carpet of bedroom another ( My landlord kept letting him outside and he was kept in the bedroom when I wasn’t home). He has an obsession with any plastic bags which is normal, but that basically the only thing he uses as a toy constantly. He had a tunnel, interactive toy, puzzle toys, mouse, drag a toys, but no plastic bags are better. I can’t keep food in drawers or cabinets because he will get in them, pet lock or not. He gotten into food bags, treat bags, Tupperware with locks. He also been clingy since we moved back but then he scream for about 20 minutes for no good reason before/ after dinner. It’s also super stressful that I’m sharing a room with him and my other cat. There’s twin bed in the room and there not enough room for them and me to be on the bed. He likes to try to sleep on my chest but I can’t with my constant moving around. So he keeps waking me up because I can’t breathe when he’s on my chest then I move. I woke up at 3am this morning to hear plastic and realized he found a dental treat bag and eaten all of them. I’m at a loss what to do and my parents think I should rehome him. I’ve never met a cat so destructive and it’s making it hard to find opportunities for a new apartment because I have to think of what possibilities of damage he could do when I leave for the day.

First, try to redirected his scratching needs to something he CAN have. Get a corrugated cardboard scratching pad, most cats love them. Just the large one that lays on the floor. When you are apartment hunting, look for apartments that have hard floors. Most newer ones do now, carpet is almost nonexistant now. Even in remodels. Try a kickeroo toy that crinkles when it is played with. Most say that somewhere in the description. The crinkle may be liek his beloved plastic. They are a long bunny kicking toy for cats that they absolutely love. Get two and put one in a plastic bag with catnip to refresh them and interchange them often. He is most likely broed or scared he is confined so much.
Put all his food, etc. taht he gets into into a cupboard or closet and get a 'locking' hook and eye latch, it's called a latch with a spring lock. You can screw it in and patch it when you leave. It is the only lock I have found that a cat can not get in to. They don't have thumbs! Ir is VERY inexpensive too.
Cats thrive and live for routine. this 'recent' move has no doubt upset him and he is acting up. Cats take several months to get used to new surroundings. Plastic bags are dangerous for him to have. They could get around his neck and panic him or smother him. He is like a toddler, YOU have to be strong and guide him. My cat wants to sleep on my chest too. I sleep on my side now to discourage him. Get a small cat heat pad, plug it in somewhere on the bed, preferrably at the foot of the bed, and see if he will use that for warmth. Most cats really like them. They only use as much electricity as a small bulb.
There are answers to every problem, you just have to seek and it will be found.
Get out of living with your parents and there will be less conflict which will help all the way around. You have to work at being independent. work more and get by with less. It gets easier as you move on to different higher paying jobs by gaining work experience and learning how to work by showing up on time and doing what they say. all of us started out with lesser jobs. Find something youb really like to do and get your foot in at the bottom. My generation never took handouts, my husband and I started out 'flipping' houses, before there really was such a thing. It takes a good eye to know how you can change things to make people want a house, and a willingness to work at physical labor. It takes less money to start out, more hard work and wanting to learn! We started out with absolutely no money, it can be done!
all teh luck, I will keep you in my thoughts and prayers!

Is he neutered?

How often do you play with him in a day? For how long?

A destructive cat is a bored cat. You should look at things like puzzle feeders for his food and things that can keep him busy.

Like di and bob di and bob said, you need to give him "yes" spaces for his natural cat activities like scratching and digging.

Does he have cat trees or climbers in your room? You can get ones for the back of doors of Amazon.

It is hard. Honestly I have to baby proof the areas my cats are in because some of them will eat plastic or bags or chew on cords. I bought those ikea kallax shelves to hide my stuff in those cubbies, but they can sometimes pull them out if it’s not heavy enough. If you can get a full size bed or a futon that folds out, that helps give a bit more room on the bed. I would keep all food and bags outside of the room like in the pantry where they can’t get to it.

I would put a tall cat tree in the room, and if you can get a window perch they usually love that.
