Safe litters for kittens - HELP!

Hello!! We are facing a shortage of litter in our city. We have 6 4 week old kittens and i want to ensure we’re able to litter train safely.

I’ve tried softwood pellets, mom hates them. Yesterday’s news but it’s clumping, kittens roll in it and it’s everywhere.

Last option is HI-PRO Chick Starter, it’s clumping but does so naturally?? Would this be safe???

Any non-clumping clay litter or even sand will do. Bags of sand can be purchased at Home Depot.

I’ve not heard of the Chik Starter. What is it made from? It needs to be something that will not clump and cause a dangerous blockage inside a kitten who may eat some before it learns not to.
