Just passing along this link for anyone who has experience with the legal/governmental side of animal control. I have no clue as to how it compares with other ordinances in other cities.
There is an incentive to having pets altered and micro-chipped as it relates to license fees. The city is also proposing to set up an Animal Violations Unit to investigate cruelty, etc.
