I've been told he's norweigian forest this is him aged 2 years not fully grown

Can you state how much he weighs? He certainly has the triangular head and strong jaw of a Norweigian, does he also have the thick dense undercoat beneath his fur? Without papers, what ever kind of breed he is, the point is moot. He would be considered a black domestic long hair or DLH. He could have some Norweigian forest cat in him, or Maine Coon, or some of the many other big breeds. Most people advertising kittens usually just label the kittens as a certain breed to describe what breed they most closely resemble. whatever breed he is, he is certainly beautiful, you are blessed to have him!

He weighs nearly 12lb and has a thick lighter undercoat

Yeah, he could have some Norweigian, but just not a purebred. Or he would cone with papers, or his parents would have some.

I would describe your cat as a black domestic longhair. It is normal for longhaired black cats to have a lighter colored undercoat.

For a two year old male cat, 12 lbs is a good size but not exceptionally large. It's well within normal range for domestic cats.

Most cats are not any particular breed. The Norwegian Forest Cat is a moderate type cat, not extreme like the Persian, so there are a lot of domestic longhaired cats that have a resemblance to the NFC. Although it is theoretically possible that your cat might have NFC ancestry, it is statistically unlikely if you are located in the US. There are really just a few breeders of NFCs in this country, and not many NFCs born each year. Most longhaired cats are domestic longhairs, without specific breed ancestry. That isn't a bad thing, however... domestic longhairs are great cats! :)

If he was already microchipped before he went to the shelter, you may be able to contact his previous owners and find out more about his background and history. Did the shelter already try to trace the microchip?
