There was a Jackson Galaxy episode with a similar issue. He had them put a litter box down in each pee spot after cleaning it. I couldn't imagine having that many boxes but if I were desperate I'd try it. After he goes in the box consistently they took boxes away slowly.
There is also "cat attract" litter you sprinkle over your regular litter. The dollar stores in my area carry medium boxes but having to fill them would be the expense.
