My cat has taken to pulling and spilling his water bowl over.
I'm looking for one that is raised and cannot be tipped/moved. A good heavy one. Im afraid the ones raised up would be more prone to tipping when he pulls it.

Any suggestions?

I have a ceramic bowl that's inside a wooden frame with the cutout for the bowl in the middle. They came as a package. I've found having that wooden frame helps with the stability a lot.

Other friends who had this issue have switched to water fountains with a heavy base.

I have two fountains and he's been ignoring it. He seems to like still water.
I will see if I can look around for some wooden framed bowls. thank you :)

If you're looking for good and heavy, I'd consider looking online for dog bowls as they are usually more heavy than ones made specifically for cats.
There are tip proof bowls like this one: Amazon.com
The pros are that the water doesn't spill out if the bowl is tipped, but the cons are it's not super heavy so it's not tip-proof, and is not raised.
Another option would be placing something heavy, like a clean large-ish rock inside of a large bowl so it's weighed down. I've never done this for cats, but I have seen it done for dogs to prevent them from spilling the water as the rock makes it too heavy to move. I don't know if the rock would cause a reluctance for a cat to drink, so that's something to consider.
Some bowls are raised by a sturdy base and angled. Felli Pet Oblik Spill Proof Dog Food Bowl Stainless Steel - 1.5Cup Oval
(The above is one example of many brands, sizes and styles.)
