Vet gave me an antibiotic eye drop (Tobramacin) and told me to apply it twice a day. I've been doing that for a while and not seeing any improvement. I can't get a 2nd opinion because there are no other vets around here.

What do you think produces these symptoms?... Cloudy eye with what appears to be a small white pimple in the center of the eyeball itself.

Your vet can get a courtesy consult with a veterinary school or another vet hospital. A consult with a veterinary opthalmologist would be best. Ask your vet to do this
Be polite but pushy if needed. Don't settle for a :dunno: and treatments that aren't helping.

If this is a corneal ulcer, it can come from a variety of causes, so naming one other antibiotic is difficult. Tobramycin is used mostly for infections and when I recently used it for one of my cats, the results were very quick and successful.

If you are truly in a position where there are no other vets, you need to go back to this one and ask for additional diagnostics and treatment.

I would go to an ophthalmologist asap. Another possibility is a herpes infection which can severely damage the eye so you would need an antiviral as well. I just posted about about one of my outdoor cats who needed enucleation due to a severe herpes infection. Unfortunately it happened pretty quickly and I didn’t get her inside in time to save her eye.it looks like a cataract a bit. Here is a link.

That looks painful. When one of my cats had an eye issue, my vet took a photo of it and posted it to a cat eye specialist. They recognized the problem straight away and I was able to have a quick appointment. Can you ask your vet to do this. It's far better to have it dealt with quickly.

I appreciate your feedback guys. Unfortunately I'll have to go DIY on this one since taking the kitty to a knowledgeable vet (or any vet at this point) is not an option. It's either DIY or leave the cat suffer and whatever happens happens. There isn't even a regular vet let alone an ophthalmologist like Meowmee Meowmee is advising.

Now with that out of the way and considering the situation, what's the best I can do for this cat to treat the problem "myself". I'm not a beginner in administering medications to cats as I've been in involved for a long time in rescuing animals. So stuff like giving injections and medications I'm familiar with (but by no means am I an expert).
