I'm in Canada actually. It's kind of mixed here in semi rural areas but indoor cats are pretty much the norm in the urban areas. There's too many cars on the road and when people are driving they aren't going to slam their breaks and cause a pile up over a cat, raccoon, squirrel etc. It's sad but it's a reality that where people are there are also cars.

In semi rural areas like I live in we also have coyotes, foxes, wolves and all kinds of predators who wouldn't hesitate to pick off a cat or small dog.
