It might be for the attention, but could it also be that he just like the way the chair feels to scratch? My cat usually likes to scratch at his post or board when we're done playing. You could try buying a cardboard scratcher and see how your cat likes that, two of my cats really like to scratch horizontally instead of vertically so the cardboard ones are perfect for that. They're very textured and let the cats sink their claws in. Also, putting the scratchers very close to or on the chair might help, and rewarding the cat for using his scratcher. I've heard of people picking their cats up and moving them over to the scratching post when they see their cat scratching inappropriately. Maybe since your cat is so attention motivated you could make a big fuss and give treats for using the scratcher, but only silently pick him up and move him for scratching the chair.
