Cat prepuce looks swollen + dark spots

Hi everyone, I have a 10 month old male cat. I've recently noticed that his prepuce went from light pink to red with black spots. I haven't noticed a change in his eating habits or activity levels, and I don't know if his grooming is considered excessive but he does clean himself frequently.
I can't access our vet due to lockdown rules in my country, and I'm a little concerned.

You might apply a little human antibiotic salve (with NO pain killers) on it and play for a while to keep him from licking it off right away. The black spots do not sound normal. Can you take a picture with your phone and send it to a vet and see what they say? He is at the age where he is reaching sexual maturity, so the excess licking could be from that, or it is sore and bothering him. There are cat wound sprays out there too, you might soak a rag and apply it, cats are sometimes afraid of the spraying sound. See if you could get that picture and maybe someone can identify what is going on.
