Cat pees around the house when he wants to go outside

As stated in the title. My male tabby loves going outside just to roam around and pick fights with other cats, but we limited it to a few minutes with supervision because he got a thorn in his eye once and then was also bitten by a monkey (we live beside a forest, so double the worry). He obviously hates this, and started peeing around the house due to frustration. We let him out sometimes just to make him stop and now he developed a habit of it so I guess that was a big mistake. He peed in the kitchen and on our shoes today and my housemate let him out again, reinforcing the association. Anybody have any ideas on how to stop this behaviour? My only other choices are to put a diaper on him or let him live outside permanently, as I live with four other people and they've said that it's a major inconvenience.

Not knowing exactly where you are, except that there are monkeys in the forest, so NOT the USA, can you get an enzymatic cleaner? Even if you do not smell the urine, HE will, and be attracted back to those same spots. These cleaners are available from many mail-oreder sources.

Are you in a position to buy or build a cat enclosure/catio, with a cat flap access via a window or door? He could come and go outside, but in a confined area where he is much less likely to encounter dangers. There are some cat enclosures that can be relatively inexpensive to build.

He is peeing because of stress,not frustration. Are you giving him attention? Playing with him? Please do not leave him outside where he can be physically injured-bittes not just monkeys but other animals,upper respiratory infection,fleas,and so on

A pen he can stay in (one of those popular chicken coops are good) or taking him out on a harness and leash are the only options I can see, but be prepared for a struggle. Cats HATE the harness, you put it on inside for only a few minutes at a time, and gradually they will get used to it and then LOVE to go outside. My male cat did this too until I harness-trained him and he got to go out twice a day. After a year, he didn't even have to go out anymore. if your cat goes back to the same spot to pee, either block it or make it uncomfortable for him by placing a plastic carpet protector/runner in that area with little plastic nubs up, so they hurt his feet. They make it uncomfortable but will not hurt him. Nature's Miracle is great for completely erasing cat urine. Tin foil might work too, they don't like the noise.

Is he peeing or spraying, is it always on the floor? Do you know if their are any other cats around outside at night?
