Cat/Cats going to the bathroom outside litter boxes and one cat scratching furniture. HELP!

Please help! At least one of my cats are going to the bathroom outside their litter boxes.  They or it go under mats and under or on a shoe tray.

This could be part of the problems-I am feeding my neighbors cat because it is not fed enough.

Also, the cat who scratches furniture does not cover her scat and urine in the cat litter boxes, scratches outside the litterbox or on the inner wall of the cat litter boxes.

I just moved the main litter box ta little further away from a door where it was and moved the food and water out of the cat litter box's room and to the cats' cat tree.
