Bump on Belly of Stray

I have been feeding a stray and just recently I was able to pet him. He is probably about a year old. He does not look like he has fully developed testes and I was holding out hope that maybe he was/is someone’s cat and they neutered him. Today he actually showed his belly to me and I was able to feel his abdomen as well as the rest of his body to check for any abscesses. Unfortunately he has a bulge in his abdomen and I’m not sure what that is. He will not let me pick him up so right now taking him to the vet is questionable. Anyone have any idea what that may be? It is where his umbilical cord would have been but I think too high for testicles that haven’t dropped.

I had thought that someone had answered this before the site went down. I am guessing an umbilical hernia is causing the bump.
