Advice for bring outdoor stray inside with inside cat?

There's a long story behind this but my rental neighbors adopted a cat a couple years ago and tossed her outside right away to learn to become and "indoor outdoor" cat. She spent a lot of time inside their house (I could see her sitting in the window) but anytime they went somewhere, they threw her out with no water, food, or shelter. Over this time, she came over and began to bond with me. She'd come say hi for a while then go back home. That changed in the Summer of 2024 and she began to never go home. A month went by until my neighbor came to ask if I've seen her. He told me their cat doesn't like their new dog because the dog is aggressive and plays really rough with her. I told them she's always in my yard and is more than welcome to stay because I've been taking care of her. They brought her back home for a day before letting her out again and she has never went back since. They've never asked about her either and don't care. Not shocking since on Christmas day 2023 they threw her out at 4 am in 19 F weather with no bed or shelter and she was at our doorstep shivering. They didn't come home until 12+ hours later and just left her outside in below freezing temperatures with nothing.

So, I've been always thinking about taking her inside because she is an indoor cat technically. She doesn't roam anywhere except our backyard and is so loving and sweet, just got dealt bad owners. However, she's so used to going in and out with them for almost 2 years, I'm scared she'd beg to go back out or keep sneaking past my legs to get back out and encourage my other cat to do the same.

I also have my indoor cat (she's 3 1/2 years old - they're about the same age) who I adopted from a rescue back in 2022. My indoor cat was super friendly with other cats when she was younger but I don't know how she'd react to another cat now. They always play through the window and never act aggressive but I'm scared to take the next step of bringing another cat in and letting them meet face to face one day. I'd have to take the outdoor cat to the vet for a wellness check and to get caught up on everything before letting them meet and living inside, but I have terrible anxiety and especially with the vet. Taking my cats to the vet has always been one of my greatest fears as I've had not so good things happen there and associate it with death and illness.

Does anyone have advice or steps or anything for me? I've never had 2 cats at once and I want to know how to properly introduce them. I'm a very anxious and scheduled person and it's a lot for me to think about. I don't know how having 2 cats would effect my routine. I would love some advice or to hear stories from people who have also brought in an outdoor cat to and inside cat. I always feel at ease when I listen and get advice from people here so it's where I go when I have worries lol.

*I also attached a photo of my babies. The one on the right is my indoor cat (Miko) and the one on the left is my outdoor cat (Ziggy). Ziggy always jumps on this windowsill to look inside and beg for treats and Miko jumps up there to try and play.

Hi! Given their interaction through the window, it sounds promising for the both of them to get along!

It might not be a drastic jump to get her used to being an indoor only cat. Once she is brought in, you just have to bite the bullet and do what you can to keep her entertained inside so that over time she is less inclined to want to go back outside. Surprisingly, some cats adapt pretty easily. But, of course, there are others that don't, so you have to anticipate that to some degree.

Bringing Ziggy in means not only getting her checked out by your vet, but giving her a dedicated space of her own that she needs to get used to first. Your situation might be a bit different because I don't know how opposed Ziggy will be to being indoors all the time, nor how hard it will be to get Miko and her used to one another.
