A Kitten Plays The Other Unwilling To ..

I have two kittens male 13 weeks the female 7-8 weeks.
I got the female like 5-7 days ago, the resident kitten doesn't have any problems with the new kitten anymore but the problem is that he plays with her really rough, she is afraid and obviously doesn't want to play with him. Maybe because of the size/age difference.
But he still plays with her and she tries to escape and "fight" back.

I know he wants to play because he doesn't hiss or growl anymore and he does that while he's playing.

I know how to break a fight but that isn't what I am looking for now.
I'm concerned that he might hurt her because he's like double the size of her.
Should I make this stop or eventually they will start playing together?
and If I should stop this how can I stop it not for once but for a long time?
I can't supervise them all the time and I can't separate them all the time too.
I heard that playing rough is normal for cats but only one side who plays the other is frightened/fighting.

The smaller one will adapt. At that age they cause each other pain but rarely cause serious injury.
