Cats don't hate, there's always some underlying reason behind their aggression. I agree with taking him to the vet as soon as possible. Can you not touch him because you're afraid or because he runs away? You could perhaps lure him into a cat carrier with some of his favorite food?

With regards to age, yes! I have found that kittens love raw meat--they will eat it with a gusto that you rarely see for even wet food. As long as you're giving them a balanced diet, they can start having raw as soon as they transition to solid food.
