Australia has strict laws on exotic pets, and my state (Queensland) has the most strict.
A lot of it is to stop the animals from spreading into the wild and upsetting the fragile balance we have here(you cannot own rabbits, ferrets etc).
But it does prevent people from owning 'designer pets'...

Phycomyces is a genus of fungus in the Zygomycota phylum. They are known for their strong phototropism response and helical growth of the sporangium. The best studied species is Phycomyces blakesleeanus.

Phototropism means these hair like structures grow...
They begin to change around 4 to 7 weeks and will be their correct colour by 3 to 4 months.
If there's no sign of any change yet (little pigment changes etc) then you just may have blue-eyed cats. But give it time. :)

The 'tomorrow' thing does seem a little dramatic. However time is of the essence.. little kittens grow quickly. I had thought that, by four months it was going beyond the time for the easier option. That's probably why they're being urgent.
