But if Elliot is not hurt by them, and comes back fairly quick...then perhaps they are not really painful...but more rapid and directed in nature.

Honestly, I think #3 is the proper way to go...since when I think of the timeline of your cat-intros...I think it's only been about 2.5 weeks.
(I don't actually ever count the first week, since I think it is a huge Adjustment period for the newcomer...and also for the resident cat.
