I have six litter boxes, 2xlarge-2xmedium-2xsmall. I clean them every other day, but Tiger seems to be germaphobic sometimes xD. I have Max (1.5 years), he has never ever meowed because the litter box is not clean, so had all cats that I had.

it is totally normal behavior especially for kittens in a new environment.
all you need to do now is just waiting no more no less, they will decide to approach when they declare you as no threat, it might take a week or a month or even longer, but it's okay I have had a kitten once who'd run...
the simple solution I used when I had the same issue, is shaving their 'bathroom' area,
was the older kitten taking out of the box litter with his hair every time, and the younger was carrying more than litter xd
when I shaved their butt hair It worked out very well.
guys, is it healthy for Tiger to watch the other kitten play freely while he's in the crate?
I mean it could be positive so he watches something instead of nothing,
but also could be provoking watching the other kitty free and he is imprisoned,

I just gave him a shower since I found him really messsed up when I got home and left him out to play and wander,

well, he is doing fine now, I mean after he made me pay the price of locking him in and took him vengeance xd. He made a mess inside the crate although I taped everything to the crate he managed to spill the water, milk and litter all over the place, beside the constant meowing first 48 hrs...
