My boy who isn't even a year old yet has a vet appointment tomorrow as he keeps panting. He can do it at random times even whilst resting.

Could he have athsma?

Never seen a cat pant before

Asthma is more like coughing but it can vary depending on the severity. Panting after playing, running, etc is normal. Can you take a video of your cat panting while resting to show the vet?

I'm trying to get it on my phone but he will only do it for a few seconds at a time and by the time I've opened my camera, he has stopped.

Panting is never normal at rest, except in hot weather or extreme stress situations. Could you possibly count respiratory rate at rest, while not panting? It's a usual information.
It could be asthma, but it could also be something else. Some cats do pant just for excitation, I knew a maine coon that would pant when he wanted to go outside in the garden. It's rare though, so you have first to ruole out cardiopulmonary diseases
