New Bump Connected To Kitty's Pad. Can Anyone Guess What It Might Be?

Has anyone seen something like the attached? We just took our 14yr old boy to the vet and were given advice to put him under and have it removed/tested. I'm concerned that at his age general anesthesia may be pretty risky. This bump is much more visible now because vet shaved toe hairs around it to get a better look. We discovered it because we noticed him shaking his paw a bit, like something was bugging him a little.

Thanks for any advice!

They don't have a way to, for lack of any medical terms, just do a scraping and send that off, without all the risk of anesthesia? ...yeah, I suppose not, after thinking about it...
He was actually shaking his paw? ...which means it hurts. Oh, poor baby.
Just out of curiosity, you've not had his teeth cleaned and had him put under for that? What about combining things? I mean, if this is hurting him, it definitely needs removed at the very least, never mind being tested...

I'm not an expert, but I do have a little experience in this.

A number of our older dogs (I know, not cats) have little pink bumps all over. We call them old age lumps. Some are small, like moles, others are fatty tumors. Usually when a new one appears we don't worry about it unless we think it is causing issues with movement or discomfort. Its a risk, but so far all of them haven't been a problem (most have at least three, if not more)

However, there was a cat at the Cat Rescue where I work that got paw cancer. It didn't look like a small bump though, it grew from the inside and caused the paw to swell.

If it seems to be causing discomfort, or if you don't want to take the risk than as long as your cats blood work is good I think that a minor surgery should be okay.
If you decide to wait, look for signs of it growing, swelling, oozing, or your cat licking or biting at it.
