Yes, they will adjust to the times that you put food out. This is better than leaving it out all the time, which as you have learned means that a lot of it is eaten by wildlife. If you want to be able to watch the cats , you can use an outdoor camera pointed the location where you feed them.
I'd still call her medium hair, like an Angora rather than long haired like a Persian. But, I that's kind of subjective, I guess. She's beautiful either way.
It sounds like an allergy. One of my guys had a similar issue last year and was treated with prednisone and an antibiotic as he had scratched some skin off as well. I'd have your vet look at her.
