Breeder Question

The number to capacity is different for everyone. Depends on how equipped the breeder is, and how many people are managing the cats. Numbers can be deceiving, as well. Could be some are nursing their last litters, or yet to have their first.
Regarding laws, I can't comment as every place is different, but I can't imagine there would be if all animals are taken care of.
If the cats are all in good shape, the animals are neutered by a decent age (ime, after 2-3 litters for Queens, and no later than 4 or 5 for Studs) , and kittens leave their mother no sooner than 12 to 16 weeks, and they show other hallmarks of a responsible breeder, the number of cats on its own isn't indicative of anything, imo.

as I'm unable to edit yet, thought I'd clarify that I meant 4-5 years old, not litters :> Though even then, ime many get neutered between 3 and 4 years. That said, my experience is mainly with local Maine Coon circles, so ages for Studs may vary by breed.

Are you asking the question because you are looking for a kitten, and evaluating breeders? Or are you asking the question because you are trying to figure out whether (and how) to report someone to the authorities?
As far as the cats' welfare is concerned, it's hard to say just looking at a number whether it is "too many." It depends on how the cats are housed and cared for. Some people have amazing facilities with plenty of space and time to devote to caring for a large number of cats. Other people are not good cat caretakers, and really shouldn't even have one cat!
Legally, if animals are being abused or neglected (regardless of the number of animals), a person would be in violation of animal welfare laws. Laws limiting number of animals are typically more specific to a local area (city or county).
