Fresh step is one of the first litters I tried years ago. Unless its upgraded, I found it tracked bad and did not clump good. Some cats prefer to pee on the side. Not much you can do about it. It could be she needs a longer litter box to move around. It should be 2x the length of your cat
I have one of those steel type scoopers. Before I had the regular plastic ones. Oldest saw the steel one and thought it was a spatula and asked why I was using it to scoop the litter box.You may want to get a “steel” type scooper. It’s always easiest to pour the clean litter away from the clump, then scoop and wipe the rest away with a damp paper towel.
You could also try distributing more litter on kitty’s fav pee spot.
