I'd go with stainless steel rather than ceramic.
Also, a cat tree and possible cat shelves are good.

Looks good.

I'd personally just get a few variety of toys (something on a stick, something furry, something with catnip and something crinkly) to see what your cats preferences are before getting too many toys.

A scratcher, probably start with a classic standing one but until you know your cat likes standing vertical carpet scratches, I wouldn't get anything too expensive. Mine seem to like the standing carpet ones but my boy much prefers cardboard at an angle and my girl likes horizontal. Once you know preference, I like to keep a few scattered around so no one is tempted to scratch furniture and we move them to block access to couches or chairs as needed when someone decides to change where they want to scratch.

My 3 cats like different things:throw throwing toys,wands with mouse,wands with feathers
Since they were kittens cubes for hide and seek and chasing. My apt is majorly catified
Lots of chew toys. My adult cats still likes them

You don't necessarily need a bed. Most cats are happy sleeping in a cardboard box or laundry hamper or sofa or with you :)

Placements aren't necessary unless your cat is super messy. An old towel works just as well. A tray will contain any spills from the water bowl.

You'll need a carrier to take the cat to and from the vet, either a hard plastic one or a soft travel style one.

Just get the bare basics for now: litter and litter box, bowls, a few toys, a scratcher. You can always buy more things later once you know what your cat prefers:)

You should use pine litter, it's the most bang for your buck and the safest!

I def suggest a cat tree for sure! We got one of the huge ones that goes almost all the way up to our ceiling when we adopted Jasper and Mia and it was probably the best investment we could have ever made given how much they use it, plus Sammy loves getting up at the top to sleep too.

Ask his foster home what toys he likes best. My cat also really loves her water fountain, she plays with it as well as drinking from it. You don't need expensive store bought hidey holes though. A paper bag or box turned on it side work just as well if not better. A new chewy order is like Christmas in our house, with paper to shred and a new box to sit in.

If you are putting the food and water bowls on the floor, clear plastic plant saucer's are great to put under the bowls. Catches water & food spills.

Hi! Some people are concerned about the ceramic glaze on the bowls/dishes having tiny scratches/cracks that could harbor bacteria, or that contemporary dishes are being made in locations where the quality controls aren't up to par. You could use disposable paper plates too :)

You've gotten great advice already, but maybe these will help to summarize things;
